Annual Meeting and Officer Elections

Minutes
The meeting was called to order at 6:50 PM by President Rick Fletcher. The agenda for the meeting was reviewed and participants were invited to suggest additional topics at that time or any time during the meeting.
The names of the 17 founding members were projected on the screen. Rick recognized the all the founders and said a few words of praise about those who had helped him become a contributor to the OSC.
The four Presidents of the OSC were recognized and thanks were expressed for their leadership and labors to make the OSC successful. The names of the past presidents and the years they served were projected on the screen.
Rick led a discussion about the OSC mission to promote safe riding, good road manners and scooter awareness. He noted the growth and skill improvement of several individuals as scooter riders through their participation in OSC actives. He provided personal stories bout how he has changed his scooter riding behavior, behavior when participating in group rides and use of safety gear because of what he has learned through the Oregon Scooter Club.
The OSC legal and administrative structure was reviewed. The status of the club as a non-profit mutual benefit organization with members was reviewed. Members were directed to the By-laws found on the club website and all members were encouraged to become familiar with the By-laws. It was stated that as our governing document By-laws are very important.
Rick made a presentation on the administrative structure of the club discussing the duties and authority of Board of Directors and the responsibly of the Officers. In response to a question from a member the By-laws were projected on the wall and we reviewed the duties of each officer. We also discussed the President’s ability to appoint individuals and committees to act on behalf of the club.
Kathy Smith and Melody Anderson were introduced as the President and Vice President of the Willamette Valley Chapter. Rick praised Kathy and Melody for having so many rides and activates since the inception of the Valley Chapter. Kathy and Melody talked about some of the rides they have planed for 2010 and that the rides will soon be posted on the web site. We let everyone know that Valley Chapter rides are open to all OSC members.
The requirements to create a new chapter and renew a charter’s charter were reviewed. It was explained that there is not a “Portland Chapter” that it was just the main body of the OSC. In response to a question, the By-laws were projected on the screen and it was explained that Chapters do not levy any dues and that officers may appropriate funds for Chapter activates.
A brief discussion of 2009 accomplishments was held. Major accomplishments were cited as completing the 2009 Raid at a very affordable price, institution of Off Season Mixers, the Painted Hills Tour, our second annual top quality central Oregon “tour” ride, 27 rides in 2009 including 5 member only rides, transition to new web site and the creation of a Valley Chapter.
It was noted that the Bylaws ask for a monthly financial reports to be delivered to the club ant that we will beginning posting these reports on the club website. Current account balance is approximately $1,000.00
A commitment was made to strengthen our membership administration and it was noted that we are making process in that area. Faster and more public recognition of new members will be part of our strategy to strengthen membership. All members were asked to update their profiles as the profile questions have been changed to support our new online membership roster that will have real time access for all club officers and members of the board of directors.
Our 2010 officers were elected. They are:

Rick Fletcher held a discussion regarding the outlook of 2010. His vision included:
• 2010 Raid expanded to invite people outside the OSC
• Face to Face officers meetings quarterly
• OSC Officer teleconference monthly, which are open to the members
• More public out reach for our rides
• Guidance members who want to post independent rides
• More focus members and clarity regarding members
• Adjust the member section of the web site to accurately reflect
– Paid members
– Temporary Members
– Board Members
• Have More
– Members leading rides
– Members leading special limited projects for the OSC
It was note that a hot topic on the website has been OSC logo items which we have rationally called “Regalia”. All members were reminded that all use of the OSC/VCO name, logo or other copyrighted items requires pre-approval by the club, but general it is favorable to have regalia available.
Regalia ideas of license plate frames, tee-shirts, patches of various sizes, decals, windscreen logos, hats, etc. were discussed. Administration of the regalia was discussed an options of pre-ordering and payment by members verses the club purchasing and holding a stock. Club members can make regalia a reality by brining a proposal to the officers. Rick will contact the members who have expressed an interest in regalia and see if they are willing to manage a short term regalia project.
Participants were invited to submit ideas for club activates, topics for discussion and questions. Here is are the notes from that discussion:
The OSC and VCO are one and the same. The full name of our orgianzaion is Oregon Scooter Club/Vespa Club of Oregon.
A member expressed that he would like to see Raid held at Silver Falls State Park because of the nice facilities. In discussion it was noted that Silver Falls books out almost as soon as reservations are accepted which is nine months in advance. While it is too late to book Silver Falls for 2010, any member wishing to take a leadership roll in establishing a venue and taking a leadership roll in the August 2010 raid was invited to attend an officers meeting and present their ideas, or contact any officer to discuss their ideas.
One member said they would like to see a in town rally in Portland that would invite clubs form all over the United States. This would be in addition to Raid. It was noted that the club supports activities that promote our mission and an in town rally could become a reality. As with all activates, members are invited to attend an officers meeting and present their ideas, or contact any officer to discuss their ideas.
Questions were answered about the operation/logistics of overnight rides like the Painted Hills Tour and Raid. Which of the many Lost Lakes in Oregon we will visit on our members only ride was clarified.
We discussed the need to provide direction for riders who are new to group riding and perhaps hold a general skills building event. Dave Kerney agreed to contact Team Oregon to see if they offered any such workshops.
The meeting was adjourned at 7:45 PM.
