I would have to say that out of those 3, my favorite is the Vespa 250GTS if you can afford it. Great looking for a modern scooter and has plenty of power. The SYM is econonmical, but isn't as stylish as the Vespa - IMHO. The MP3 is unique, but does't have the same "feel" as 2 wheels. I would think it would be good for someone who doesn't have good balance. Do a Google search and I am sure you can find good reviews for all 3.
IMHO...I vote for the Vespa GTS250ie. My wife has one and it is the new love of her life (yea...including me). Her mileage is great...it is usually in the 70's...but I have gotten as high as 83MPG. It is damn cute. It has lots of power and you won't have trouble starting it on hot days. The SYM is not fuel injected like the Vespa or the MP3 are and is likely to suffer from hard starting on hot days with a hot engine.
My wife has the HD200. We also looked at the Vespa's but the $$ had us looking elsewhere. She is getting MPG in the mid 70's without trying. I have taken it on short rides on I-205 and SR-500 and it handled quite well. Certainly has no problem keeping up on the country roads :)
We both like the styling of the Vespa more, but if $$ is a concern take a look at the SYMs. There are now 2 dealers in the area:
scooter station in Portland (now on MLK)
green rides in Vancouver (on fourth plain)
If you want to know more about her scoot, just drop me a line!
May I suggest that you take a test ride on the Yamaha Morphous ? Its long wheelbase, low seat, and room to stretch your legs makes it a very comfortable ride. There is plenty of power for this fuel-injected 250cc. I like mine for it gets about 65mpg, costs le$$ than the Vespa 250GTS. It's becoming a collector's item. No more Morphous for 2009; maybe because the styling is a bit too modern.
Thanks I will look into the Morphous but I'm not a big fan of the low seated stretched out models. I'm having a little trouble liking the RV250 from the SYM line as well. I am willing to test drive them through and make a final decision after that. Thanks for the imput!
